Valve supply into Russia and other CIS markets often combines project standards, GOST-based dimensions, EAEU conformity requirements and site-specific operating conditions. A reliable quotation needs a clear technical hierarchy and destination-country check rather than a generic statement that a product is manufactured “to GOST.”

Define the destination and regulatory scope
Start with the destination country, importer, end user and intended placing-on-the-market route. EAEU technical regulations can apply across member states, but project approvals, registration, language and customs practice may still depend on the destination and supply model.
The contract should identify who acts as applicant or authorised representative, who obtains conformity documents and who retains the evidence. A certificate held by an unrelated entity may not cover the manufacturer, product family or exact supply route.
Build a standards hierarchy for the valve
List the design or product standard, flange standard, face-to-face dimensions, materials, testing and marking as separate requirements. GOST, ISO, API, ASME and company specifications can appear in one project, but conflicts need a defined order of precedence.
Request a compliance matrix with every proposed equivalent. Similar DN, PN and material labels do not prove dimensional or performance equivalence. Approve alternatives before manufacture and connect them to the final drawing and datasheet.
Check climate and site conditions
Low ambient temperature can affect material toughness, bolting, seals, lubricants, actuator components and electrical equipment. State minimum design metal temperature, outdoor temperature range, wind, snow, icing, enclosure rating and any heated-cabinet requirement.
Do not solve cold-climate service with a body material change alone. Review the entire pressure boundary, stem sealing, gearbox, actuator, cable entries, limit switches and maintenance procedure. Storage and transport temperatures may be lower than operating temperature.
Make acceptance testing measurable
Specify shell and seat test standard, pressure, medium, duration, pressure direction and leakage criterion. Add NDE, PMI, impact testing, coating inspection or fire-safe evidence only where required by the design and project risk.
Define witness and hold points in an inspection and test plan. The final report should identify the valve or batch and the calibrated instruments. A generic hydrotest statement gives limited acceptance evidence.
Agree Russian-language and customs documents
List required passport, operation manual, drawings, declarations or certificates, packing list, origin documents and translations. Confirm which documents must travel with the goods and which are submitted electronically before shipment.
Nameplate and package marking should match the customs and project records. Transliteration, units and product descriptions need consistent control so the commercial invoice, conformity documents and technical dossier refer to the same item.
Compare delivery risk together with price
Ask for production milestones, inspection release date, Incoterm, route, packaging, gross weights and export-document timing. Heavy valve shipments require stable supports, sealed openings, corrosion protection and visible lifting instructions.
Freeze the technical baseline before commercial award. The purchase order should include approved deviations, document register, inspection plan and delivery responsibility so the winning quotation remains executable after contract signing.
